What's the best make up strategy for me?

My mom told me that I am pretty without make-up on, but she said if I applied it the right way that I would be a "KO". I have blue eyes and blonde hair with brown low lights, and I have fair skin. I do wear make-up sometimes, but I only apply mascara and some blush. What is the best make-up strategy for me? And also, what can I do with my hair to make it look amazing, but yet natural? It is not very dense, and it's a little past my shoulders. If you could answer this question I would be so grateful! thanks! :)
