Make up tips for pale skin, and dark blue eyes?

When ever I put my make up on, it just does not seem to fit me right. My skin is always oily as well and many cover up tend to make my skin really, really dry or it is very noticable when I put it on, no matter how much or how little I put on. My eyes never seem to really...pop when I put any make up on. Black eye liner or mascara seem to fade off within minutes where it's no longer noticable. I also don't know what color eye shadow I should use. Many dark colors make me look ridiculous, while light colors really don't seem to do anything at all. Can someone give me some make up tips please?
