Do I Have A Plantar Wart? Bottom of foot issue...?

This has been on the sole of my foot for quite a while. I've tried digging out the skin and it has never seemed to heal. It usually does not cause me pain, but once in a blue moon I find it to irritate me. Is this a plantar wart?
